Check this great map out. It shows Judiciary Square as it looked in 1903 with the Pension Building (National Building Museum) and City Hall in the middle.

Interesting to see all the activity that used to be around there particularly the block with 489 that include the Georgetown and Howard buildings.
The Columbian Building, in Square 489 on 5th Street, belonged to the George Washington University.
