The Tea House appears to be approximately where Potbelly’s is today, no? That would make it about at 17th And Penn, rather than G.
You can see the Renwick Gallery in the back ground of the second pic.
It think it’s the north end of the 17th Street elevation of the Renwick in the background of the second photo. You can barely make out the Old Executive Office Building in the far background behind it. That would mean that the second photo is looking south down the east side 17th Street from the intersection of H Street. If I’m right, Lotos Lantern Tea House was located on the current site of the New Executive Office Building.
731 17th St NW is just south of H Street NW (Indeed now replaced by the NEOB). The 1919 Baist atlas shows a brick structure and the alley.
The second photo is looking from the corner of 17th & H NW. If the cameraman had shifted his view just a bit to the right you’d see the Metropolitan Club.
