Wow, this one is great. I wish I had a higher resolution version of this. This looks like a view up 15th Street with the Treasury Department on the left.

That is the Holtel Washington (now the W) which was completed in 1918.
Also, those people on horses look to be soldiers – and there are a lot of them. If the constuction on the hotel is mostly finished, this puts this photo in the WWI range.
