    Assuming Georgia Avenue (aka 7th Street Road) is the street in the foreground, could the prominent diagonal avenue that runs roughly from the center to the upper left-hand corner be Vermont Avenue? So the photo would then appear to have been made somewhere just north of Florida Avenue (aka Boundary Street).
