    @Brian: Not sure they could – a lot of the sewage went straight into the river. It’s cleaner now that it has been for a very long time and will get cleaner as DC’s combined sewer overflow projects now under construction are completed. See: http://www.dcwater.com/about/gen_overview.cfm
